Burgess Park & Roads Depot

Ownership of land at Burgess Park

The land at Burgess Park south of Burgess Road was legally transferred to the Council’s predecessors in 1972 under the Local Government (S) Act 1929 and 1947.  As part of the title conditions there are no burdens to prevent development or sale of this part of the site.

Capacity at New Early Learning and Childcare Centre on Burgess Park

Our plans are for a new building to accommodate 128 children. This is the same as the existing Early Learning & Childcare Centre, in a significantly upgraded facility.

Suitability of current Road Depot land for development

Due to the changes in levels, the burn and the mature trees on the site, we believe this land is unsuitable for the construction of an early years facility. We believe it would be more appropriate to redevelop this area as landscaped outdoor space.

Future of the Road Depot

We are currently exploring options locally and citywide to relocate the depot service.  Currently, we can’t be sure whether it will be possible to retain the facility locally.

 

Library

Future of the existing site at Shore Road

If we proceed with plans to move the library facility to the new Queensferry Campus, we would explore options for Council reuse of the existing site, or lease to another organisation before considering placing the property on the open market. 

 

School places in Queensferry

Queensferry Primary School capacity

We have already delivered a temporary solution to increase the number of classrooms available at the school to a 3 stream (21 class) primary school. This has been achieved using space within the Early Years building. This is a temporary arrangement and includes provision of a temporary toilet building.

The Campus proposals include a permanent solution within the Early Years building that will also provide the required general purpose and break-out space for pupils and improve the quality of the environment for the children.  

Future of the After School Club

Under the Campus proposal, the existing After School Club accommodation, which is no longer fit for purpose, would be demolished. We will explore options for the After School Club, and believe that the best location is within the school.

This is the model for After School Club delivery that is most common across the city, and has the benefit of providing the club with access to toilets and secure spaces suitable for children. This also achieves a more efficient and effective use of Council buildings. 

Builyeon Road Primary School planned capacity

Builyeon Road Primary School is being designed with 2 streams (14 classes / 434 pupils) and a 128 place Early Learning & Childcare centre. We will share more details about Builyeon Road as the initial design work develops toward a Planning Application. 

Potential to include a site for a new high school at Builyeon Road

There isn’t sufficient space as part of the Builyeon Road development for an additional high school.

 

Community Campus Services & Facilities

Inclusion of a new GP surgery or medical facilities at the Campus

We have discussed the project and the opportunities it may present with our partners at the NHS and funding cannot be committed to this project at this time. Designs for the new Builyeon Road Primary School also includes provision for a GP extension in the future, if funding becomes available.

Managing space in the community and library building between services

We envisage that we will develop a new operating model in partnership with the Library and Community Service providers to ensure use of spaces and facilities is flexible and shared in a way that works for everyone in the local community.

If the community hub proposal is approved in principle, a working group will be established with key stakeholders to develop a new innovative, partnership approach to booking and managing space, activities and programmes within the new hub.

Potential to relocate the library elsewhere

We have proposed moving the library to the Queensferry Primary School site because it is central. Previous engagement has suggested that people would like the library to be more centrally located. We also think that locating it with other facilities provides greater opportunities for a wider range of services to be made available.

Traffic & road safety

Impact of Campus proposal on local traffic congestion

There is already a primary school, Early Learning and Childcare Centre and a community centre on the Campus site. The only additional service that is added under the proposals is the public library. We believe that by locating the library more centrally - directly on a public transport route – some library users will be encouraged to take advantage of new active travel routes and reduce car trips for local journeys within Queensferry.  

Whether the proposal is progressed or not, addressing the traffic issues on Burgess Road is something we can all help with. We are keen to hear people’s ideas about what possible solutions might be. All suggestions are welcome and will be considered. You can add your ideas to .

Parking at the new Campus

Provision for additional parking has not yet been determined. This will depend on how proposals develop through the engagement process and what services and facilities ultimately move to the Campus site.

There may be scope to include some parking as part of the design. However, there are concerns that by encouraging more vehicles to the site, this will make it more likely that people choose to drive, making the traffic pressures worse. For this reason we have not shown parking as part of the proposal but have not ruled it out at this stage.

 

General questions

Stage of development for the Campus proposal

The Campus proposals are currently at a very early stage and have not yet been developed in detail. The purpose of this consultation is to understand the views of local people. We also want to hear people’s ideas and solutions to some of the problems that the proposals try to solve. Understanding community priorities is central to our engagement.

Project financing

Funding has been allocated in the Council’s Capital Programme to allow the permanent extension of Queensferry Primary School. This project is about getting the best value we can from the use of this funding. We will eventually be required to invest in maintaining and improving all existing buildings to meet Net-Zero and required accessibility standards.

Rather than invest this funding in buildings that are at the end of their life or are no longer fit for purpose, we think it would be more effective to focus funding on the buildings we know we need to keep and can improve.

Delivery timescales

We are taking a longer term, phased and strategic approach, including upgrading and making net zero improvements to the existing buildings that we retain as part of the plans.

We estimate the timescale to deliver the various phases is approximately 3-5 years, but this will depend on which elements of the proposals progress and how they develop through the engagement process.
